Tradelink's electronic cargo manifest service (EMAN) enables air, ocean, river and rail mode carriers to submit cargo manifests to the Customs & Excise Department (C&ED), the Census and Statistics Department, and the Trade and Industry Department electronically.

Using the electronic cargo manifest service, customers can receive detention notices and release vouchers issued by C&ED, submit import and export statements, and reply to queries raised by the Government.

Full migration to electronic submission of ocean and
river cargo manifests from 16 June 2006

The Government has introduced legislative amendments to mandate the electronic submission of ocean and river cargo manifests. Subject to the completion of the legislative process, all manifests for ocean and river cargoes must be submitted through electronic means from 16 June 2006 onwards.

Tradelink provides the electronic manifests service (EMAN) that will reduce the time and manpower resources spent by the industry in submitting manifests to the Government, thereby improving overall efficiency. EMAN is also more environmentally friendly as carriers no longer need to prepare three copies of paper manifests for delivery to three different government departments.

To prepare for the full migration to electronic submission on 16 June 2006, all ocean and river carriers are urged to take immediate actions to get ready an appropriate end user solution to use the EMAN service. In most cases, this will involve individual user’s development of a flat-file interface between its backend system to Tradelink’s end user software, LogiNet for EMAN service. To help speed up the development of the interface, Tradelink’s technical team will provide users assistance/support wherever necessary to make sure the solutions are developed and completed before the deadline date.
