The Importer Security Filing and Additional Carrier Requirements (commonly known as "ISF10+2") enacted by the U.S. Customs and Border Protection (CBP) on 26 January 2009 has become mandatory since January 2010 after its transitional period. The regulation requires importers / forwarders and carriers to electronically submit additional data to CBP on shipments destined to the United States at least 24 hours before the goods are laden on board the vessel. In essence, importers / forwarders are responsible for the 10 additional data elements while carriers will need to submit 2 of the remaining data elements (see the note below on details of the additional data). These together constitute the so-called ISF10+2. Both importers / forwarders and carriers must complete the submission of the required data in an accurate and timely manner. Failure to do so may result in severe penalty.

Tradelink ISF 10 + 2 Service

To help customers meet the ISF 10 + 2 requirement, Tradelink has launched its ISF 10+2 Service, which provides a full suite of tools for customers to prepare and submit ISF data elements. You can choose either Microsoft based Excel form or direct integration with your current system to automatically download the relevant data to Tradelink's ISF system.

To ensure customers to be in full compliance with the US Customs, all data will be validated by our system before being submitted to the US Customs. In addition, Tradelink customers also enjoy greater convenience with round the clock service to avoid late filing, which may result in penalty.

Note:

The 10 additional data elements required from the importers / forwarders are:

  1. Name and address of the manufacturer or supplier
  2. Name and address of the seller
  3. Name and address of the buyer
  4. Name and address of the ship-to party
  5. Name and address of the container stuffing location
  6. Name and address of the consolidator or stuffer
  7. Importer of record number/foreign trade zone applicant identification number
  8. Consignee number or numbers
  9. Country of origin
  10. Commodity Harmonized Tariff Schedule number

The 2 additional data elements required from the carriers are:

  1. Vessel stow plan
  2. Container status messages
