Under the Dutiable Commodities Ordinance, Chapter 109 of the Laws of Hong Kong, the Customs and Excise Department is responsible for the administration of all dutiable commodities and prevention of evasion of duty. The ordinance applies to the four categories of goods which are liquors, tobacco, hydrocarbon oil and methyl alcohol. Any person who imports, exports, stores or manufactures these dutiable commodities is required to possess a relevant licence; otherwise he will be prosecuted.
Tradelink provides electronic Dutiable Commodities Permit (DCP) service to facilitate traders to apply for various types of DCPs electronically. The following types of DCPs can be submitted using electronic services provided by Tradelink.
- Permit for Duty-Paid Goods (Black Permit)
- Removal Permit for Dutiable Goods (Green Permit)
- Export Permit (Red Permit)
- Ships' Stores Permit (Red Permit)
- Pass and Vouchers
Long Service Hours
7 days a week, 16 hours a day from 7 am to 11 pm for the submission of DCP to the Government; any submission beyond the Government's operating hours (from 11 pm to 7 am) will be stored in Tradelink system until the Government resumes operation at 7 am
