1.
Registration AND Annual Fees. Customers are required to pay the registration fee on time. The Annual Fee will be charged pro-rata to the number of complete months following receipt of the registration, then annually by direct debit at the start of each calendar year. These fees are non-refundable. Customers subscribing for use of government transaction services which attract Government fees/charges (including Import/Export Declaration, Production Notification and Certificate of Origin) are required to pay a non-interest bearing, refundable deposit at the time of subscription of the relevant services. The deposit amount is based on expected usage of the service within the customer's chosen billing period. If customers unsubscribe the services, the deposit will be refunded to customers.Back

Initial Registration Fee - Special Offer. This special offer applies to new Tradelink customers.Back

Annual Fee - Special Offer. This special offer applies to both new and existing Tradelink customers subscribing to one Tradelink service. Annual fee special offer to customers subscribing to more than one services is HK$468.Back

Transaction Charges. These charges cover Tradelink's charges for processing the government or commercial transactions, including all related messages such as amendments, resubmissions or cancellation where permissible. They do not include the relevant Government fee for government transactions.Back

Dutiable Commodities Permit (DCP). Customers can optionally enter into an exclusive usage agreement with Tradelink for a term of 3, 5 or 7 years. Under the exclusive agreement, all Dutiable Commodities Permit (including ship store and non-ship store) transaction charge will be fixed at HK$13, HK$11 or HK$9 respectively throughout the 3, 5 or 7 exclusive contract period.Back

Electronic Cargo Manifest (EMAN). Rail and Ocean carriers can optionally enter into an exclusive usage agreement with Tradelink for a term of 3, 5 or 7 years. Under the exclusive agreement, rail / ocean EMAN charge will be fixed at HK$24.3, HK$21.5 or HK$18.6 respectively throughout the 3, 5 or 7 exclusive contract period. River carriers can also enter into similar long term contract with Tradelink and the transaction charge is fixed at HK$12.2, HK$10.7 or HK$9.3 respectively throughout the 3, 5 or 7 years contract period. As for Air mode carriers, a special offer of HK$10 per Manifest is available.

Additionally, there will be a volume discount on rail and ocean manifest submission. An addition 40% discount on the transaction charge will be applied from the 201st to 1,000th manifest submitted in any one month. For those in excess of 1,000 in a month, a 70% discount will be applied. Back

Electronic Shipping Order. Service is offered at no charge to the sender of Electronic Shipping Order.Back

Automated Manifest Service (AMS). Customers require to pay an initial, one time set up charge of HK$500.

Advance Commerce Information for Canadian Customs (ACI). Customers are required to pay an initial, one time set up charge of HK$1,000. For customers who subscribe to both AMS and ACI service at the same time, the initial set up charge for both services is HK$1,200 and the transaction fee for ACI will be reduced to HK$15 whereas the standard transaction charge for AMS will continue to apply. For existing AMS customers who subscribe to ACI, the initial set up charge for ACI will be reduced to HK$700 and they can also enjoy the reduced ACI transaction charge of HK$15.Back

Trader Documentation Service. Tradelink provides a web-based solution for this service. Customers interested in using the service are requested to call for quotation.Back

Tradelink Service Centre Charges. These charges apply to paper submissions made either directly to one of the Service Centres operated by Tradelink or its partners or by postal to Tradelink. They cover the charge for converting data into electronic format and are payable in addition to the relevant Tradelink transaction charges and Government fees.Back

Tradelink Service Centres may offer special discount or incentive programs from time to time. Please call individual centers for details as appropriate.

Service Centres operated by Tradelink currently offers a service to pick-up paper submissions from customers' premises at a charge of HK$25 which includes document pick up and conversion charges (but exclude the relevant Tradelink transaction charges and Government fees).Back

Tradelink Service Centre Charges for EMAN. Basic charge covers up to two bills of lading and each additional bill of lading will be charged HK$8.Back

On-site Service Call. This service is offered free to Tradelink customers provided that the problem is caused by any defect in Tradelink's system or software. If the problem is found to stem from the customer's own equipment or procedures, a charge of HK$400 per case will be applied.Back

Delivery of ID-Cert. Tradelink will provide free service for one trip made to customer's designated office location to deliver ID-Certs together with the customer kit, in the case of new Tradelink customers and renewed ID-Certs, in the case of all Tradelink customers. This charge will apply if additional trip is required, for whatever reasons, to deliver the keys.Back

Email Alert. Customers subscribing to the service will receive notification messages to a designated email address whenever there are any application errors or Government queries relating to trade declarations. The service is free of charge for the first three months for new users.Back

On-site problem fixing and maintenance services (in form of annual service packages or individual service item) are available to Tradelink customers situated in the Guangdong Province and Pearl River Delta areas. 17.
Setting up an Additional Mailbox. A mailbox is set up for each Tradelink customer at time of registration. If more mailboxes are required, a one-time set up charge of HK$260 and an annual maintenance charge of HK$120 will apply to each additional mailbox.Back

Additional Signature Key. Within 3 months of the date of registration, up to two Personal ID-Certs which are issued by Digi-Sign Certification Services Limited will be subjected to each customer at no charge. If more than two ID-Certs are required, or new ID-Certs requested after the 3-month limit, this additional charge will apply.Back

19.
Replacing an Existing Confidentiality Key. All customers using Tradelink customer software will be provided with one free confidentiality key, for each mailbox setup with Tradelink for message encryption / decryption. This charge will apply if, for various reasons, customer requires a replacement of any such key.Back

Additional Billing Account. Each customer is provided with one billing account at the time of registration. If more than one billing accounts (one mailbox is set up for one billing account) are required, a one-time set up fee of HK$520 and annual maintenance fee of HK$240 will apply to each additional account.Back

Billing Statement. All customers are provided billing statement in electronic format. Customers can also check their billing statement on Internet at Tradelink-eBiz website (www.tradelink-ebiz.com). However, customers for special business needs can request for a hardcopy billing statement or re-sending of a previous electronic billing statement and this charge will apply.Back

Settlement of Account by Cash or Pay-in Slip. This charge covers the cost of administering non-electronic payments and will be applied in cases where Tradelink cannot, for some reasons, receive payment from the customer through the normal electronic direct debit (autopay) arrangement.Back

Tradelink Quarterly Magazine. eBiz, Tradelink's quarterly magazine, is specially designed for the local trading community. It is free of charge to Tradelink customers and available for collection from any one of the three Tradelink Service Centres listed below. A delivery service is also available for any readers who prefer the magazine to be posted directly to their correspondence addresses with a delivery charge of HK$3.

Tradelink Training. These charges apply to Tradelink's standard courses on software installation and operation.Back

Recognised Certificate. A service charge of HK$130 is payable for each application, where the applicant has requested to complete the identity verification process and certificate acknowledgment at a special location (over the Hong Kong territory) nominated by the applicant and this location is outside the Digi-Sign offices.Back

Company Search. The application of ID-Cert Class 2 and ID-Cert Class 5 is subject to a company search. The charge of the company search is payable by the applicant and the cost is HK$180 per search.Back

Joint ID-Cert Application. This charge will be reduced to HK$30 if the applicant applies the corresponding ID-Cert Class 1, ID-Cert Class 2 or ID-Cert Class 5 certificates in one go.Back
