Certificate of Origin (CO)

The objective of the Certificate of Origin (CO) system in Hong Kong is to facilitate Hong Kong's exports to foreign markets. The Export (Certificates of Origin) Regulations of the Import and Export Ordinance (Cap. 60) empower the Director-General of the Hong Kong Trade and Industry Department (TID) to issue the Certificates of Origin (COs) in accordance with the stipulated Rules of Origin for any items manufactured, processed or produced in Hong Kong and have been or are about to be exported from Hong Kong. Apart from TID, the Government Approved Certification Organisations (GACOs) are authorised to issue CO. These COs have the same legal status as those issued by the TID.


Tradelink's service allows you to apply electronically to the Trade and Industry Department or via one of the five GACOs, including:

  • The Chinese Manufacturers' Association of Hong Kong
  • Federation of Hong Kong Industries
  • The Hong Kong General Chamber of Commerce
  • The Indian Chamber of Commerce, Hong Kong
