Pilot Subsidy Scheme for Third-party Logistics Service Providers (TPLSP)

Overview

With a view to maintaining competitiveness of Hong Kong’s logistics sector, the TPLSP was launched in 2020 to encourage the adoption of technology by the logistics sector for enhancing efficiency and productivity. The Transport and Housing Bureau (THB) has engaged the Hong Kong Productivity Council (HKPC) as the Implementation Partner to serve as the Secretariat for the Pilot Scheme.

The total cumulative subsidy ceiling per applicant enterprise under the TPLSP is HKD $2,000,000 contributing a maximum of 2/3 of the total project cost.

All non-listed enterprises registered in Hong Kong under the Business Registration Ordinance (Cap. 310) with substantive business operations in Hong Kong, which also meet the following conditions, are eligible to apply for funding under the TPLSP:

  • Providing third-party logistics services, e.g. value-added services in supply chain and distribution;
  • Being related to either inbound or outbound cargo; and
  • Maintaining eligibility throughout the period of project implementation

TPLSP accepts applications throughout the year.

The TPLSP supports projects which are implemented for applying technology and / or information systems to enhance the productivity and efficiency of value-added logistics processes.

The total cumulative subsidy ceiling per each applicant enterprise is HKD $2,000,000 for a maximum of 4 approved projects. The Government will cover a maximum of 2/3 of the total approved project cost.

Each project should be completed within 24 months.

Any approved projects cannot be subsidised under any other funding schemes of the Government at the same time.

  1. Prepare and submit application
  2. Application reviewed by HKPC
  3. Notification of results
  4. Project implementation (within 24 months)
  5. Submit project report (Within 2 months after completion of project)
  6. Disbursement of funding
